On 6/19/2024, Travis Hunt (Aqua Services Applicator) treated 51.2 acres total within Lake Chatuge where emerging parrots-feather was found (See Attached Maps).  Plants were standing 5 feet tall (on average) in an average water depth of 10 feet.  Due to the increased depth and water volume, a higher rate of Procellacor SC was applied.

 

On the attached maps you will see that the area was split between two polygons.  One polygon was appx. 16 acres and the other appx. 35 acres.


Below is additional information taken from a FB response by Aqua Services to a comment:

“This product, as mentioned by many others, works at very, very small levels. There are no swimming, fishing, or potable drinking restrictions. These EPA approved aquatic herbicides go through rigorous testing over many, many years. And, this product, degrades and dilutes in a matter of hours in this scenario. And, keep in mind, these products only target specific physiological processes in plants, not animals. I hope this helps some and I am happy to answer any questions you may have. And just to reiterate some of this, here are a few points about the product of choice.

ProcellaCOR attacks a specific receptor protein only found in plants (not animals or humans). Think of ProcellaCOR like a key that fits a specific lock.

Once absorbed by susceptible plants it kills the plant and root system of these weeds (long-lasting control, i.e. systemic).

Once ProcellaCOR it does it’s job with target weeds, it rapidly degrades in the water and is gone within hours/days.”

Update 6/7/2024: Following this morning's survey, it has been decided to postpone the treatment. As previously mentioned, treatment will proceed only when the plant reaches optimal growth, which will minimize the required herbicide and ensure the most effective treatment. The new schedule will be shared once it is established.

Aqua Services recently completed a site survey and the previous treatment was successful. They are scheduling an additional treatment for Friday, June 7th. A treatment map will be available early next week and will be shared via the website, email list, and Facebook page. Please stay tuned for further updates.

Lake Chatuge Parrot Feather Project Receives Boost from Georgia General Assembly

Save Lake Chatuge is pleased to announce that the Georgia General Assembly has allocated $400,000 to the Department of Natural Resources (DNR) for the treatment and control of parrot feather in the Georgia portion of Lake Chatuge. While the funds must be contracted by June 30, 2024, DNR will have until June 30, 2025 to spend them.

MountainTrue will safeguard the private donations and other funds that have been received over the past three months in an interest-bearing account to be used for actions that are beyond the scope of the STATE OF GEORGIA/DNR allocation. These actions could include future treatments of invasive weeds in Georgia after the STATE funds are exhausted or to treat Invasive weeds on the North Carolina side of the line in Lake Chatuge. The private donations may also be utilized for signage and other preventative measures such as boat washing stations at public boat ramps.

The unwavering support of our community has been instrumental throughout this endeavor. Your steadfast commitment to this cause ensures the comprehensive treatment of invasive weeds in Lake Chatuge. Through the combined efforts of our private donations and the allocated DNR funds, we can now implement a multi-year strategy and preventative measures without the necessity of further fundraising in the foreseeable future. Save Lake Chatuge remains dedicated to advocating for future government budget allocations, emphasizing a long-term approach focused on education and prevention initiatives.

We are immensely grateful for the remarkable progress achieved in such a small amount of time. Your unwavering belief in this project and ongoing support have been pivotal to its success. Thank you for standing with us in our mission to preserve and protect Lake Chatuge.

If you couldn't make it to the Pirates & Parrots event at the Ridges, you missed an extraordinary experience! A heartfelt thank you to everyone at the Ridges Resort for organizing such a memorable event, and to all who participated. Stay tuned for updates on the total amount raised – coming soon!

Meeting so many of you at recent events has been a delight. Our community is truly exceptional. A big shoutout to everyone who has donated, distributed flyers, educated neighbors, volunteered, and contributed in various ways. None of this progress would have been possible without your support and the generosity of our business donors.

With the weather warming up, I encourage you to show your support for all these businesses by patronizing them.

In case you haven't heard, the City of Hiawassee has generously donated $20,000 to our efforts!

Our team is hard at work behind the scenes, focusing on education, securing grants, prevention efforts, and more. We've reached out to government officials in North Carolina and Georgia. A representative from US Senator Tillis's office participated in an online meeting with our group, listened to our concerns, and will be providing potential resources. We've also been in contact with NC State Senator Corbin's office to seek assistance in identifying grant funding for prevention and education efforts. However, our efforts with Clay County have faced some challenges. They hold their monthly meetings on the first Thursday of the month at 6:45 pm in the multi-purpose room of the Clay County Courthouse. We've requested to be on the agenda for the April meeting but haven't received a response yet. Please mark your calendars and plan to attend on April 4th at 6:45 pm.

We're thrilled to announce our partnership with Aqua Services for the treatment application. Their proposal introduces a more efficient application system, ensuring targeted treatment and reducing the need for excessive herbicide compared to other proposals.

Please note that the Tennessee Valley Authority (TVA) will oversee water treatment in the vicinity of the water treatment plant and the boat ramp. As a result, this specific area is not included in our treatment map provided in the link above.

The future is bright for Lake Chatuge, yet we must not unfurl the victory banner prematurely. Though our initial fundraising objective stands conquered, the battlefield stretches ahead.

Let us, however, take stock of our triumphs:

  • SaveLakeChatuge boasts nearly 400 members on our website and close to 800 on our Facebook page.

  • Within a span of just one month, we have amassed ample funds to execute an inaugural treatment this season, with reserves earmarked for potential new areas identified during the upcoming growth phase.

  • A partnership has been forged with Mountain True to oversee treatment operations.

  • We've garnered the support of local governmental bodies – Towns County and the City of Hiawassee.

  • Following extensive consultations with the nation's foremost Parrot Feather treatment experts, we are on the brink of finalizing a treatment strategy.

Yet, our tasks persist:

  • Securing ongoing financial commitments from local, state, and federal entities for the years ahead.

  • Conducting research and aiding agencies in obtaining funding and executing plans for signage, educational initiatives, and the installation of boat-washout stations at public access points.

  • Contributing to educational endeavors targeting visitors, through collaboration with local establishments and short-term rental proprietors.

  • Advocating for the prohibition of Parrot Feather sales in Georgia and North Carolina.

We are fortunate to inhabit not only a picturesque locale but also one blessed with a resilient community. Though we may be small in number, our collective strength knows no bounds – we are #CHATUGESTRONG

Greetings, Lake Enthusiasts! We want to express our gratitude for your ongoing support. Being part of such an incredible community is truly an honor, and we couldn't have come this far without you.

To facilitate easier access for new supporters, we've renamed our Facebook group to SaveLakeChatuge.org. Our team, along with Mountain True, is actively vetting vendors and scrutinizing contracts. Our aim is to finalize our vendor and plan within the next two weeks, or even sooner. Given the scale of this project, we're committed to selecting the best plan and maximizing the use of our funds. We appreciate your understanding and patience throughout this process.

We've received reports of Parrot Feather sightings outside the original treatment area, which are currently being verified by Mountain True. If you suspect any sightings, please contact tony@mountaintrue.org immediately. Once we meet our goal for the current treatment plan, we'll continue fundraising to ensure all new occurrences can be addressed. Any surplus funds from this season's treatment will be maintained by Mountain True for future treatments. We're actively seeking grants and other funding opportunities for future endeavors as well.

We're excited to announce two upcoming events aimed at raising awareness, donations, and celebrating our collective progress:

1.     On March 8th, join us for a Pirates & Parrots themed dinner, featuring live music and an auction at the Ridges. Details on how to reserve your spot will be available on our Facebook page and the Ridges Resort page soon.

2.     On May 26th, we'll host a concert with local bands, along with an auction and a 50/50 raffle at the Sand Bar.

Mountain True is close to solidifying a treatment plan. We look forward to sharing it with you soon. There have been reports of possible parrot feather in other parts of the lake. If you suspect it, email tony@mountaintrue.org to get it identified. The best chance of eradicating it is to treat all areas it has spread to.

There is now a sample letter to send to your county and state representatives on the website. We will likely need treatment in the next few years and request other assistance from our government officials. Your calls, emails and letters to officials can make a difference.

We noticed as we were talking to folks that many of the same questions get asked time after time, so we realized we should post an FAQ. Below are those frequently asked questions and answers.

  1. Q: How much will it cost? A: We’re still negotiating with vendors, but the cost for 2024 is expected to be about $240,000.

  2. Q: Will that effectively eradicate the Parrot Feather? A: We believe this treatment will allow us to have a successful, fun-filled 2024 on the lake. Research says that Parrot Feather is difficult to completely eradicate, and maintenance will be required in future years, but that treatment in future years will be less expensive.

  3. Q: What if we do nothing? A: Parrot Feather spreads quickly. In 2022 it was a nuisance in the southern part of the lake. By late summer 2023 residents and guests couldn’t swim in the water and couldn’t take their boats out. If we do nothing, expect it to spread to the entire lake, in any area where water depth is 15 feet or less. It’s not if, it’s when.

  4. Q: Why isn’t TVA paying for this? A: TVA has stated that they are doing a study which will be completed in summer 2024, and that in any event they would only treat public areas such as boat ramps and beaches. Even if TVA did accept responsibility and agree to pay for treatment, it would be too late for us.

  5. Q: Why isn’t Towns County paying for this? A: County Commissioner Cliff Bradshaw has said the county realizes something needs to be done, or the economy will suffer. But the County Attorney has told Commissioner Bradshaw that it would be illegal to use public funds for a private problem. He’s also said that this does not qualify as a County Emergency, which would allow the use of emergency funds. Commissioner Bradshaw has publicly stated he is trying to get state funding and grants for the Parrot Feather problem, but that governments move slowly and that we are on our own to raise the funds we need to start treating the lake in Spring 2024. The bottom line is that if we sit around and wait for governments to act, we could lose the lake. We encourage every person to let Commissioner Bradshaw know how they feel about this issue, and call him at 706- 896-2276, or email him at tccommissioner@yahoo.com

  6. Q: Does that mean we will be fundraising for Parrot Feather treatment every year? A: It is our HOPE that county and state funding can be approved and budgeted for subsequent years. For 2024, we don’t feel like we can sit around and wait, which is why we need to act now.

  7. Q: Is my donation tax deductible? A: Yes. Our partner in this process is Mountain True, a 501c3 non-profit organization whose mission is to “Champion resilient forests, clean waters, and healthy communities in the Southern Blue Ridge.”

  8. Q: How do I donate? A: There is a donate button on savelakechatuge.org and a QR code on FB group that links directly to the Mountain True Lake Chatuge PF project.  You can also mail a check to Mountain True, 29 N Market St, Ste 610, Asheville NC 28801-designate Lake Chatuge PF project in memo line. (IMPORTANT: to ensure your online donation is applied to this project – use donate button on website page or through the QR code)

  9. Q: What happens if we don’t raise enough money to pay for treatments in 2024? Can I get my money back? A: We are very encouraged that in the first week of fundraising we raised almost $90,000, which is 38% of the way to our short-term goal. But if we were unable to raise enough funds, yes, donors can request a refund at any point up until Mountain True signs a contract with the selected vendor, which is expected to be near the end of February. We will post a running total of funds raised on our website Savelakechatuge.org, and our Facebook group Lake Chatuge Parrot Feather Project, with the total funds raised updated at least weekly.

  10. 10)Q: I’ve talked to some folks who say they’re going to sit back and wait to see how things go before they donate. Should I do that too? A: That’s a strategy, but we’d ask you not to wait. If everyone sits back and waits, then nothing ever happens! Not just as it relates to Parrot Feather, but as it relates to everything in our lives. Donations are being solicited from businesses and the public to stop the spread.  To be successful, everyone needs to participate in this endeavor.  It can be done if we all work together.  Recognizing that professional treatment of the infestation of nonnative invasive parrot feather in the south end of Lake Chatuge this year is of utmost importance to controlling the spread and recognizing that government funding may not be available to start treatment at the recommended time, SaveLakeChatuge.org & MountainTrue are working to collect private donations to fund the treatment plan.

Funds collected through this form will be used to pay licensed professional applicators for treatment of the parrot feather in Lake Chatuge. All donations to MountainTrue for this project are tax-deductible to the extent of federal and state law. Donors may request a refund at any time up until a contract is signed with the selected company for treatment.

MountainTrue is negotiating with vendors to get the most favorable terms on a payment schedule.  A completed plan will be posted on the website.  At the same time, Towns County is pursuing other funding opportunities.  However, this can only be used for public areas.  For treatment to be successful, it must be treated shore to shore.  Some of this area is on private land.  Even if we get partial government funding, we still need to raise funds privately. 

There will be weekly updates on the website to include progress on the amount raised.  

Donors can request a refund of their donation prior to contract signing.  A contract will not be signed unless we have raised at least half of the required funds.  All donors will be made aware of this option and given any alternate treatment plans.

First things first! Every third Tuesday of the month is a public county commission meeting, this is a great opportunity to show up and make our voices heard. Info about the meeting is at the link below.

Normally the meeting takes place at the Towns County Courthouse, but with it under construction the meeting may be elsewhere. The link below has all the relevant info, we suggest reaching out to confirm the location. Feel free to reply all to this group with that information.

Good morning,

As you know, the Parrot Feather invasive weed has infected large portions of Lake Chatuge.  Lake Chatuge is a large contributing factor to the property values and tax base for Town's County, Clay County and Hiawassee.  Lake Chatuge also provides boating, paddlebording, kayaking, sight-seeing, recreation and has helped create lifelong memories for generations of families living or visiting north Georgia.

However, to date, The Public has not received any updates on a specific plan from the elected officials of Towns County or Clay County to address treatment and funding for the mitigation of the Parrot Feather. This project will be expensive and will require the financial participation of local, state, and federal agencies in order to save our Lake and the local economies. 

We respectfully request that you make the Parrot Feather Mitigation Project an agenda item for every upcoming council meeting until this issue is resolved.  Private discussions have not led to a definitive action plan.  We need to build a consensus between political leadership and The Public.  The persons included on this email all live or own property in Towns County/Clay County and are highly motivated to work with you to solve the problem.

The treatment companies that we spoken to inform us that the weed is currently in the dormant stage, but will start growing and spreading again in March or April.  We need your immediate action. 

Please address inlude the mitigation of the Parrot Feather weed on the agenda of your next meeting.

Thank you for reaching out about your concerns for the Parrot Feather invading Lake Chatuge.  I would like to assure you that the county is taking this issue seriously.  

At the November meeting, we had an in-depth discussion with several concerned citizens about this matter.   I have been in contact with the TVA and am waiting to hear back from

them to schedule a public meeting to discuss remedies to the situation. The meeting will be publicized so the public will know to attend.  I am certain that together we will come up with a plan to mitigate 

the problem.  I hope you will be able to attend.

Our response to Cliff’s email…

Cliff,

To date we have over 600 signatures on the petition at the website our group created and over 400 members on our FB page.  The parrot feather invasion is of great concern to many of your constitutes.  There is a group of us that are gathering information, contact names, getting quotes for treatment, etc.  We met with Callie from Mountain True.  She advised that we should not wait on the TVA for many reasons.  They have many other lakes with this issue and if we rely on them, it will be too little too late for our lake.  Callie advised that if we can treat the current infestation in the Spring of 2024, we have a chance to eradicate the weed.  If it is not treated until a later date, we are looking at a maintenance program and treatment will be ongoing every few years - making the cost much higher.

This is not just a lake property owners issue.  Everyone in Towns County is being affected.  Property values and sales tax contribute financially to the county.  Many of our businesses rely on the tourism the lake brings.  The weed also impacts recreational opportunities for everyone.  The impact of the economy of Towns County could be catastrophic.

Callie mentioned grants that are available to local governments to combat invasive weeds.  I did a search online and found that the US Fish and Wildlife Service has a Rapid Response Fund for Aquatic Invasive Species.  There are others and I am sure that Callie could point you in the right direction.  Our group does not have access to applying for these grants - it has to come from the local government officials.

We must act now to save our lake - we can do this together but only if we are proactive and aggressive in our plan. You have volunteers willing to assist.  We just need a plan.

We are still hopeful for bold leadership, cooperation and partnership with out local government.

It’s up to us to make our voices heard - they need to hear from you.


Helpful Conversation with Georgia Power

We were able to speak to Johnny Cannon who is the Georgia Power Rep that coordinates the treatment of Lake Seed and possibly Burton. Extremely knowledgeable, experienced, and helpful. They were able to control the parrot feather but hydrilla came in behind it. They use Southeastern consulting and are extremely happy with them. He gave me the name of J Parrish or Alex to contact.

HIRING A COMMERCIAL APPLICATOR 

Over the last several weeks we have spoken to the three TVA approved “commercial applicators” listed below. The TVA is and has been incorporating the application of aquatic herbicide to targeted areas on a monthly basis on other lakes for some time. We are working diligently to establish an effective treatment area. Right now we feel confidently that this would almost all the shoreline south of the water treatment plant in Waters Edge Cove.

So far either I or other neighbors on our list have advised that they would like to go forward with spraying the water area adjacent to these properties. TVA does not plan to have a plan until summer of 2024, but does not include our dock/lake frontage areas. I am currently in negotiations with several companies that were furnished by the TVA as state of Georgia approved aquatic applicators. We will split the bill according to Towns county records for lake frontage. The spraying will begin in February 2024 to November 2024 which comprises of ten monthly applications. I will attempt to have the individual owner to pay the company directly.  I apologize for any mistakes, please e-mail me or text me at 561-348-0461. For all the addresses above i have a e-mail address and contact telephone number. Of the 23 property owners at this time 22 have stated that they are interested in moving forward. I hope to speak to someone on the Rouse property this week. I will follow with an additional e-mail for the residences to the east of this cove. As always if anyone knows of any neighbors, especially west of the Hanna's please contact them and forward me their information. Also if Anyone wants to be added or deleted from this list please let me know.

This week when meeting with the commercial applicator SOLitude, we learned that the TVA has contracted them for large-scale ongoing treatment for aquatic plants in other reservoirs that they own.

In an attempt to understand the magnitude of this issue and the cost of treatment, we’ve suggested that they base their pricing on treatment for all areas south of the Anderson Bridge on Highway 76 into Fodder Creek. We realize that not all of this area may be currently infected, but it will provide a clear delineation area for the companies to provide the most competitive pricing. The area and cost can be adjusted as we learn more. This is why Ray’s approach of curating his neighborhood’s specific property information is so beneficial. Remember that theTVA owns 128 miles of the Lake Chatuge shoreline and much of that area is shallow and susceptible to infection.

While researching this topic, the following article was discovered. This is proof of concept for our cause. A grassroots effort made politicians and the TVA action a plan for treatment. They know how to treat this issue, it’s up to us to make sure that our political stakeholders know that we know. This article is from 2014, and as of 2023 Guntersville is still on the TVA’s treatment schedule.

MARSHALL COUNTY, Ala. (WHNT) — The TVA officially announced its plan to temporarily manage the invasive weeds in the Guntersville Reservoir.

Marshall County Commission Chair James Hutcheson says this is a big accomplishment for the area and it’s something officials in Marshall and Jackson Counties have been working to do. “We’ve all been working with the TVA for the past two years to try to get them to come back in, and resume the weed control in the reservoir,” Hutcheson says.

Since 2010 the TVA required property owners to pay for weed control in the private portions of the reservoir, and the TVA controlled weeds in the public areas.

Officials say they want to cut back on the lake weeds, but not eliminate the plant life completely.

With this new agreement the TVA says it will fully fund a healthy balance of weeds throughout the entire reservoir for three years. “Eventually they want the county, the city and the stake holders to take back over,” Hutcheson says.

After those three years, the TVA plans to reduce funding by one third, so by 2019 all the treatments for the commercial and residential areas will be fully managed and funded by a local board made up of local representatives who have an interest in the lake. “This will give us time to set up some kind of funding mechanism, work with TVA,” Hutcheson says.

Hutcheson says one benefit in creating a balance of the invasive weeds will be that it will help keep property taxes on water-front land from decreasing, which in turn will keep those taxes steady.

Commissioners say being able to create a board and work on a long-term solution to keep that balance in the reservoir is a great opportunity. “I’m very elated that they have agreed to come in and do this,” Hutcheson says.

The TVA will resume treating the entire reservoir this summer.

The local board to eventually take over is in the process of being created.

The TVA will continue to treat the public areas of the reservoir once that board fully takes over.
